Investigation Status and Timeline
On October 23, 2024, Vietnam’s Ministry of Industry and Trade (MOIT) responded regarding its anti-dumping investigation into hot-rolled coils (HRC) imported from China. In line with regulatory procedures, preliminary findings are set for release by November 2024. Last month, the MOIT extended the deadline for investigation responses to October 18, 2024, receiving feedback from over 20 foreign manufacturers and exporters, excluding responses from domestic companies and importers. Given the volume of data, the ministry is currently organizing this information to assess any harm to the domestic steel industry and the degree of impact.

Domestic Production vs. Demand
MOIT leaders highlighted that Vietnam’s domestic production capacity for hot-rolled products, handled by two main producers, stands at about 7.6 million tons annually. However, domestic demand approximates 13 million tons, underscoring the need for imports to meet consumption demands. Should preliminary results indicate significant harm to local producers, MOIT may implement temporary anti-dumping measures via import tariffs.
