Mexico’s Ministry of Economy (SE) has decided to impose a 36.23% ad valorem anti-dumping duty on carbon and alloyed micro-welding steel wire imports from Vietnam, effective for both permanent and temporary entries, irrespective of the products’ country of origin. This decision was published in the Federal Official Gazette on Monday and applies to items classified under HS codes 7229.20.01, 7229.90.99, 8311.10.99, 8311.30.01, and 8311.90.01.

Basis for the Imposition

The decision followed a petition from two Mexican companies, Electrodos Infra and Plásticos y Alambres, claiming that imports of these products were made in significant volumes and at discriminatory prices, causing material injury to the domestic industry. SE reviewed these claims and found sufficient evidence of dumping practices and injury to support the imposition of the duty.

Investigation Period and Focus

The investigation covered the period from February 2022 to January 2023, while the injury analysis extended over a longer timeline, focusing on February 2020 through January 2023. The duties aim to address the unfair pricing practices and safeguard Mexico’s national industry from further harm.

Exporters and stakeholders are encouraged to review this development closely, as the decision significantly impacts trade dynamics between Mexico and Vietnam.
