
The Indonesian Ministry of Finance has announced a five-year extension of anti-dumping duties on hot rolled coil (HRC) imported from China, India, Russia, Belarus, Kazakhstan, Taiwan, and Thailand. This decision, made on December 31, 2024, will be effective from January 15, 2025, to January 14, 2030.
Affected Products and HS Codes
The measures apply to HRC with a width of no less than 600mm. The impacted HS codes include 7208.10.00, 7208.25.00, 7208.26.00, 7208.27.11, 7208.27.19, 7208.27.91, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.10, 7208.39.20, 7208.39.30, 7208.39.40, 7208.39.90, ex7208.90.10, ex7208.90.20, and ex7208.90.90.
The anti-dumping duties, which can reach up to 20%, remain unchanged. Notably, Wuhan Iron & Steel (Group) Co and China Steel Corporation are exempted from these duties, reflecting the outcomes of the second sunset review conducted in 2019.
Sunset Review and Tariff Recommendations
The Anti-Dumping Committee of Indonesia initiated the third sunset review investigation on February 6, 2023. Based on their findings, they recommended the continuation of these tariffs, with the final decision issued on January 19, 2024.
Import Data for 2024
Between January and November 2024, Indonesia imported approximately 1.32 million tonnes of HRC, marking a 2.9% year-on-year increase. Of this total, 33.5% originated from countries subject to the extended anti-dumping tariffs, representing a 7.8% year-on-year growth. Imports from Russia and Belarus, however, remained at zero during this period.
