On October 11, 2024, Turkey’s Ministry of Commerce announced the final results of an anti-dumping investigation into hot-rolled coil (HRC) imports from China, India, Japan, and Russia. The investigation confirmed that dumping practices were occurring, leading Turkey to impose additional anti-dumping duties on these imports.

Effective from October 11, 2024, the anti-dumping duty rates range from 6.10% to 43.31% of the CIF (Cost, Insurance, and Freight) price. This is in addition to the current import duties of 15% for non-alloy HRC and 13% for alloy HRC. However, imports under the processing trade regime are exempt from these anti-dumping duties.

Export Statistics

  • In 2023, China exported 3.99 million tons of steel to Turkey, with 1.95 million tons being hot-rolled coil.
  • For January to August 2024, China’s steel exports to Turkey totaled 2.74 million tons, down by 8.7% year-over-year, including 1.23 million tons of hot-rolled coil, a decrease of 15.9%.
