
Vietnam’s Ministry of Industry and Trade announced a reduction in the anti-dumping duty on H-beams produced by Hebei Jinxi Section Steel Co., lowering the rate from 22.09% to 13.38%, according to Kallanish.
Implementation Details
This adjustment, based on the results of a mid-term review, was announced on 25 November and will take effect 15 days after the announcement. The affected products fall under Vietnam’s HS codes 7216.33.11, 7216.33.19, 7216.33.90, 7228.70.10, and 7228.70.90.
The lower duties will also apply to four associated trading companies:
- Hebei Jinxi International Trade Co.
- Hebei Jinxi Iron and Steel Group Co.
- Tianjin New Asia Prosperity Proprietary.
- China Oriental Singapore Pet.
Other AD Rates
The anti-dumping duties for Rizhao Steel Holding Group Co., Rizhao Medium Section Mill Co., and Baohua Steel International Pet. remain unchanged at 31.24%, while other Chinese exporters continue to face a duty rate of 33.51%.
Background
Vietnam initially imposed anti-dumping duties on Chinese H-beams on 5 September 2017 and extended them for another five years starting 6 September 2022. These measures are set to expire on 5 September 2027.
Market Impact
From January to September 2024, Vietnam imported 87,286 tonnes of the affected H-beams from China, marking a 76.8% year-on-year increase. Chinese suppliers accounted for 79% of Vietnam’s total H-beam imports during this period, up by 3.5 percentage points year-on-year.
The reduced duty is expected to benefit Hebei Jinxi and its affiliated traders, further solidifying their position in Vietnam’s steel market while maintaining competitive pricing.
